Romeo Villalva Tabuena was born in Iloilo City, Phillipines on August 22, 1921. He studied painting as the University of the Philippines, the Art Students League of New York, and at the Académie de la Grande Chaumière in Paris. He moved to San Miguel de Allende, Mexico in 1955 with his wife Nina. One of his paintings, a mural named Filipiniana, in the Philippine embassy in Washington D.C. In 1962, the Philippine government sponsered a one man show in Mexico City at the International Salon of the Palace of Fine Arts.

According to Bibsy M. Carballo Tabuena comes across "as a gentle soul who appreciated good food, friends, the many similarities between Mexico and the Philippines" Here you see a flyer that was created for an art show at the Mazatlan Art Gallery featuring the works of Romeo Tabuena.
